Texas Veterans and their families may qualify for valuable state and federal benefits that can lower property taxes, reduce higher-education costs, and make homeownership more affordable. Understanding the Texas disabled Veteran benefits available to you—from property tax exemptions to Hazlewood education benefits and Veteran home loans—can help you make the most of the benefits you’ve earned through military service.
Tax Relief
Property Tax Exemptions for Veterans in Texas
- Disabled Veterans can reduce the taxable value of property they own. Texas Veterans with a service-connected disability rating of at least 10% may qualify for a property tax exemption ranging from $5,000 to $12,000 of the property's value. The exemption increases with the disability rating: $5,000 for 10–29%, $7,500 for 30–49%, $10,000 for 50–69%, and $12,000 for 70–100%. Unlike the full homestead exemption below, this partial exemption can generally be applied to any one property the Veteran owns.
- 100% disabled Veterans may qualify for a complete homestead property tax exemption. Texas Veterans receiving 100% VA disability compensation because of a 100% service-connected disability rating or a determination of individual unemployability (TDIU) may qualify for an exemption of the total appraised value of their residence homestead. Qualifying surviving spouses may also be able to continue the exemption if statutory requirements are met.
Family Tuition Assistance
Education Benefits for Texas Veterans
- The Hazlewood Act can cover up to 150 semester credit hours. Eligible Texas Veterans can receive an exemption from tuition and specified fees for up to 150 semester credit hours at Texas public institutions of higher education. Under qualifying circumstances, spouses and dependent children can also receive Hazlewood benefits.
- Veterans can transfer unused Hazlewood hours to an eligible child. Through the Hazlewood Legacy Act, an eligible Veteran may assign unused exemption hours—up to the 150-hour maximum—to an eligible child. Generally, only one child can use the transferred benefit at a time, and the child must satisfy Texas residency, academic progress, degree-plan, and other program requirements.
Home Financing
Home Loan Benefits for Eligible Veterans
- Texas Veterans have access to a state home loan program built specifically for them. The Texas Veterans Land Board's Veterans Housing Assistance Program (VHAP) provides eligible Texas Veterans and military members with competitive, low-interest fixed-rate home loans with little or no down payment. As of 2026, qualifying borrowers may receive financing of up to $832,750, subject to credit approval and program requirements.
- Disabled Veterans can qualify for an even lower interest rate. Texas Veterans with a VA service-connected disability rating of 30% or greater qualify for a discounted VLB home-loan interest rate. Eligible properties must generally serve as the Veteran's primary Texas residence, and available rates and discounts can change over time.
- The Veterans Land Board also operates a Veterans Land Loan Program, which is described by the state as the only program of its kind in the country. It provides eligible Veterans financing to purchase qualifying Texas land, generally with a minimum 5% down payment.
