Pennsylvania Veterans and their families may qualify for valuable state and federal benefits that can reduce property taxes, help cover higher-education costs, and make homeownership more affordable. Understanding the Pennsylvania disabled Veteran benefits available to you—from real estate tax exemptions to education assistance and VA-backed home loans—can help you make the most of the benefits you’ve earned through military service.
Tax Relief
Property Tax Exemptions for Veterans in Pennsylvania
- Totally disabled Veterans may qualify for a full real estate tax exemption. Pennsylvania Veterans may qualify for exemption from real estate taxes on their principal dwelling if they have a 100% permanent service-connected disability, TDIU, or qualifying service-connected blindness, paraplegia, or loss of two or more limbs. The Veteran must also meet Pennsylvania residency, qualifying wartime service, discharge, property ownership, and financial-need requirements.
- Pennsylvania uses a financial-need test—but exceeding the income threshold doesn't automatically disqualify you. As of January 1, 2025, applicants with annual income of $114,637 or less are presumed to have financial need. Veterans with income above that amount can still qualify when verified allowable monthly household expenses exceed monthly household income. Eligible surviving spouses may also qualify under the program.
Family Tuition Assistance
Education Benefits for Pennsylvania Veterans & Families
- Eligible children of totally and permanently disabled Veterans can receive up to $4,000 for higher education. Pennsylvania's Educational Gratuity Program provides financial assistance to children of honorably discharged wartime Veterans with a service-connected total and permanent disability, as well as children of Veterans who died in service during a period of war or armed conflict. Eligible students can receive $500 per term for up to eight terms, or $4,000 total.
- Students must meet age, residency, school, and financial-need requirements. The eligible child must generally be between ages 16 and 23, have lived in Pennsylvania for at least five years before applying, attend a school within Pennsylvania, and demonstrate financial need. Applications are made through the applicant's County Director of Veterans Affairs.
Home Financing
Home Loan Benefits for Pennsylvania Veterans
- Eligible Pennsylvania Veterans may be able to buy a home with no down payment. VA-backed purchase loans can help eligible Veterans and service members buy, build, or improve a primary residence. A VA-backed purchase loan generally requires no down payment when the sales price isn't higher than the home's appraised value, subject to VA eligibility and lender requirements.
- No monthly mortgage insurance can make homeownership more affordable. VA-backed purchase loans don't require monthly private mortgage insurance (PMI) or mortgage insurance premiums (MIP). They may also provide competitive terms and interest rates, fewer closing costs, and no penalty for paying the loan off early.
