Additional Benefits For Oregon Veterans
Oregon Veterans and their families may qualify for valuable state benefits that can lower property taxes, reduce higher-education costs, and make homeownership more affordable. Understanding the Oregon disabled Veteran benefits available to you—from property tax exemptions to tuition waivers and Oregon’s own Veteran home loan program—can help you make the most of the benefits you’ve earned through military service.
Property Tax Exemptions for Veterans in Oregon
- Disabled Veterans can reduce the taxable assessed value of their home. For 2026, qualifying Oregon Veterans or surviving spouses/domestic partners may exempt $27,092 or $32,512 of their homestead property’s assessed value, depending on eligibility. The larger exemption is available to Veterans officially certified by the VA or U.S. Armed Forces as having a service-connected disability of 40% or more. These exemption amounts increase by 3% each year.
- Eligible disabled homeowners can also defer their property taxes. Oregon’s Property Tax Deferral for Disabled and Senior Homeowners Program allows qualifying homeowners to have the state pay their county property taxes, with repayment required later and a lien placed on the property. For 2026, the household income limit is $70,000, along with ownership, residency, property-value and other eligibility requirements.
Education Benefits for Oregon Veterans & Families
- Families of certain disabled or deceased Veterans can qualify for a full tuition waiver. Oregon public universities and community colleges provide tuition waivers for qualifying spouses and children of service members who died on active duty, died from a military service-connected disability, or are 100% disabled as a result of a military service-connected disability. Qualifying children are generally age 23 or younger when applying, with additional provisions for certain master's-degree students.
- Oregon National Guard members can receive 100% tuition funding. The Oregon National Guard State Tuition Assistance program provides eligible Oregon Army and Air National Guard members with 100% funding for tuition, up to the state resident tuition rate, at Oregon public universities and community colleges. The program supports eligible members pursuing associate or bachelor's degrees.
Home Loan Benefits for Oregon Veterans
- Oregon operates its own Veteran home loan program. The ODVA Home Loan Program is separate from the federal VA Home Loan Guaranty and provides eligible Veterans with fixed-rate financing for qualifying owner-occupied homes in Oregon. Current loans are available up to the Fannie Mae conforming loan limit, and eligible Veterans may use the program up to four times during their lifetime.
- Eligible Veterans can finance up to 95% of a qualifying home's value. ODVA loans are conventional loans underwritten to conforming Fannie Mae guidelines and currently allow financing of up to 95% loan-to-value (LTV). Eligible properties include qualifying single-family homes, condominiums, townhomes, and manufactured homes affixed to land and taxed as real estate in Oregon.
