Additional Benefits For Oregon Veterans
As a Veteran in Oregon, you may qualify for valuable state and federal benefits that can improve your financial security, reduce education costs, and provide long-term support for you and your family. Understanding available Oregon disabled veteran benefits can help you maximize the compensation and resources you’ve earned through your service. The Oregon Department of Veterans’ Affairs (ODVA) and Oregon Department of Revenue administer many of these programs.
Property Tax Exemptions for Veterans in Oregon
- Eligible disabled veterans may exempt a portion of the assessed value of their homestead property from property taxes. Qualification generally requires ownership and occupancy of the primary residence plus certification of disabilities of 40% or more by the VA, a branch of the Armed Forces, or (in some cases) a licensed physician, with possible income limits for physician-certified cases.
- Qualifying disabled or senior homeowners may also access the Oregon Property Tax Deferral program (which can be combined with the veteran exemption in some cases), allowing the state to pay property taxes that are later repaid under program rules.
Education Benefits for Oregon Veterans
- Eligible Oregon Army and Air National Guard members may receive 100% funding for tuition (at no more than the state residency rate) at Oregon public universities and community colleges toward an associate or baccalaureate degree. The program is administered as a last-dollar grant after other aid and is available on a first-come, first-served basis subject to funding.
- Veterans who served in the U.S. Armed Forces, received an honorable or general discharge under honorable conditions, and establish physical presence in Oregon may qualify for resident (in-state) tuition and fees at public universities and community colleges. Children or unremarried spouses of veterans who died in service, died from a service-connected disability, or are 100% service-connected disabled, as well as certain Purple Heart recipients’ children, may receive a full tuition waiver (fees generally not included) at Oregon public institutions.
Home Loan Benefits for Eligible Veterans
- Oregon is one of the few states offering its own veteran home loan program (separate from the federal VA Home Loan Guaranty). Eligible veterans may obtain fixed-rate financing for the purchase of an owner-occupied single-family residence (up to the Fannie Mae limit or 95% of purchase price/appraised value, whichever is less). The program is purchase-only (no refinancing in most cases) with a lifetime maximum of four loans and has provided billions in low-interest financing since 1945.
- The Oregon Department of Veterans' Affairs operates state veterans' homes in The Dalles, Lebanon, and Roseburg. These facilities provide long-term rehabilitative, residential, skilled nursing, memory care, and medical services for eligible honorably discharged veterans, as well as certain spouses and Gold Star parents who meet eligibility requirements.
